Homeowners routinely complete home improvement projects: decks, garage conversions, bed & bath additions, kitchens, fences, etc.  Did they get permits?  Were they even supposed to? As a real estate professional, what is your obligation to clients in the homebuying process when it comes to home improvements, and the permitting process?  What should you reasonably be expected to know? Can you be held liable for not knowing work was done and not permitted? Have there been any building code changes recently, and how do you get that information?

DAAR welcomes Loudoun County Permits Division Manager, Evan Harlow, and Building Inspector, Chris Thompson, along with Attorney Sonia Downard to give members information on the permitting process, and to assist you with solutions, and avoid liability when issues arise.

Sonia R Downard
Sonia received a Bachelor’s degree in Finance degree from American University in 1999, and graduated from the George Mason University School of Law in 2002. She started working in the real estate industry immediately after graduating from law school in 2002. Sonia left real estate for a few years to be a public defender but was excited to return to her professional roots in 2010. She has conducted thousands of real estate settlements and represented clients in all aspects of the real estate industry, including short sale transactions, contract negotiations and disputes, and landlord-tenant disputes. Sonia is a member of the Virginia State Bar, the Northern Virginia Association of Realtors® Brincefield Attorney Roundtable, and Virginia Association of Realtors® Attorney Roundtable. When not at the office, Sonia enjoys spending time with her husband Michael and their chihuahua Dio.

Evan Harlow

Evan is the Loudoun County Department of Building and Development Permits Division Manager. In this capacity, he oversees the building and zoning permit process for all construction related activities in Loudoun County. He possesses over 19 years of public sector land use experience within Northern Virginia. Prior becoming the Division Manager in 2015, Evan worked in the Departments of Planning and Zoning and Building and Development as a land use planner. In 2003, he earned his Bachelors of Arts degree in Urban and Public Affairs from Virginia Tech. He lives in Knoxville, MD with his wife and three children and has recently taken on the journey of raising chickens and kune kune pigs. Evan enjoys spending time with his family and playing golf.

Cancellations & cancellation requests for paid education will be accepted through 5:00 p.m. three business days preceding each class and a full refund will be issued.

Cancellations after the deadline will incur a $5 processing fee with the exception of Designation/Certification and Specialty courses.  Designation/Certification, and Specialty courses will be refunded 50% of the registration fee.

No Shows will forfeit class registration fee.
