This 8 classroom hour course fulfills the Post License Education requirement for the Real Estate Law and Board Regulations module. The first topic in this course covers the Rule and Regulations of the Virginia Real Estate Board and Chapter 21 Title 54 of the Code of Virginia as it pertains to real estate licensees. The class will review recent disciplinary actions by the Board. The class will then discuss the Residential Landlord Tenant Act and the requirements for those who fall under the act. Also a review the Service Members Civil Relief Act and the protections offered to active service members. Next, building codes for residential properties will be reviewed including the requirements for smoke detectors and the need for carbon monoxide detectors in a residence. The need for permits from the local jurisdictions and the problems purchasers and licensees face when remodeling or additions to properties are performed without permits will be discussed. In the next section the class will review the Common Interest Community Law and Board and review the Virginia Property Owners Association Act and the Virginia Condominium Act and the requirements for disclosures to purchasers. The class will then discuss why these disclosures are important for the protection of the consumer. The last section of the course will focus on disclosure laws in Virginia including agency, lead paint, property disclosure act, Megan's law, defective drywall, Mold, meth labs and other disclosures mandated and recommended. The class will review these disclosures and learn their purpose, time for disclosure, ramifications for failing to provide these disclosures and discuss how they protect the public.

Scott Mozingo

Scott A. Mozingo is the Managing Attorney of the Manassas office of Highland Title & Escrow. Scott was born in Manassas, and has lived his entire life in the Northern Virginia area. He graduated from the University of North Carolina at Pembroke in 1996 magna cum laude with a Bachelor of Science degree in Business Administration and a minor in Political Science. He received the degree of Juris Doctor from George Mason University School of Law in 2001 and became a member of the Virginia State Bar that same year.

He has worked as a real estate attorney throughout Northern Virginia since 2002, and is a licensed title agent in Maryland, Washington DC, and Virginia. For over 17 years, he has taught continuing education classes to REALTORS®, including classes for the Prince William Association of REALTORS®, the Northern Virginia Association of REALTORS®, and the Dulles Area Association of REALTORS®.

Andrew is counsel to New World Title & Escrow in McLean, Virginia.  After graduating from The Catholic University of America, Columbus School of Law in 2010 he worked with BudkleySandler LLP and Winston & Strawn, LLP.   He then moved into settlements when he started with Kase & Associates, P.C., Counsel to Champion Title & Settlements.  Andrew became managing attorney in 2014 in Vienna’s MBH Settlement Group, L.C. before moving to New World Title & Escrow in 2016.
